Environmental evidence before construction
Planning conditions and earlier environmental reports can influence how a scheme is built. Ground investigation and earlier reports should be read against the current design so unresolved risks are identified before they become site problems. A Phase 1 desk study, intrusive investigation and remediation verification answer different questions, so earlier planning evidence is checked before it is reused for construction. Changes to levels, foundations or layout can alter the environmental conclusions.
Ground, water and excavated materials
Excavation can expose unexpected ground conditions, while dewatering or temporary drainage can create separate discharge questions. Soil classification, reuse and landfill acceptance are not interchangeable decisions. Where water is to be discharged, the destination and applicable permission need to be established for the actual activity. A WAC result does not classify excavated soil as hazardous or non-hazardous and does not prove it is suitable for unrestricted reuse. Unexpected material needs assessment before it is moved, mixed with other soil or covered by later works.

Temporary dewatering and site controls
The linked Environment Agency RPS 261 guidance applies in England to qualifying temporary discharges of uncontaminated excavation water to surface water. It does not remove the legal permit requirement; the Environment Agency states that it will not normally take enforcement action for the permit requirement where all RPS conditions are met.
Environmental information through the works
Construction-stage evidence can include sampling results, monitoring, waste information and verification of remedial measures. The useful test is whether the information demonstrates what was actually done and whether the agreed environmental objective has been met. Verification is planned before remediation starts so samples, photographs and material evidence can be collected while the work remains accessible. That avoids trying to reconstruct important completion evidence after the ground has been covered.

Can excavated soil be classified from a WAC result alone?
No. Waste classification and landfill acceptance testing are separate assessments.
Does RPS 261 make temporary dewatering permit-free?
No. In England, RPS 261 does not remove the legal permit requirement. The Environment Agency says it will not normally enforce that requirement where the activity and discharge meet all of the RPS conditions.
What happens if unexpected contamination is found during excavation?
The affected work should be assessed before material is moved or the area is covered, so the risk and correct handling can be established.
Can environmental evidence from planning be used unchanged during construction?
Only where the design, conditions and assumptions remain applicable. Construction changes can require the assessment or controls to be reviewed.
