Historic mapping, land-use information, geology and environmental records provide the background. The walkover checks present-day features such as tanks, storage areas, made ground and drainage, while earlier reports are reviewed for continuing relevance rather than simply repeated.
Activities outside the site boundary can matter where contamination could move onto the land. The proposed development determines which receptors and pathways are important, so the same history may have different significance for housing and commercial use.

Conceptual site model and further investigation
The study develops an initial conceptual site model linking potential sources, pathways and receptors. It explains which uncertainties could affect the conclusion and whether targeted investigation is justified.
A Phase 1 report does not normally create new intrusive sampling data. Its value is in deciding whether further evidence is needed, what question that evidence must answer and where the available information already supports a proportionate conclusion.
Historical information and uncertainty
Historical records are incomplete by nature. A missing map entry does not prove an activity never occurred, and a neighbouring use may matter even if it sits outside the red-line boundary. Those limitations stay visible in the site model rather than being converted into an unsupported clean-site conclusion.
